Another system is using an amiibo/getting blessed and using a new villager camp in Animal Crossing Bells your island. It’s a modest cheaty though. When you eventually convince them (after hours of enjoying that frickin card game) and they request to kick out someone, continue reloading the game (go into the dashboard without continuing the dialogue and close the game without saving) until they indicate that the one that you want gone. Not sure whether you know so I hope this tip helps, but the basic procedure for moving people out is that every 2 weeks, a random villager is going to have the cloud bubble above their mind and will request to move out. If you find the cloud over someone that you wish to keep’s head, don’t speak to them! The bubble will not be on them another day but it will not restart the two week cycle. 1-3 days later another random villager will be chosen to have the move out bubble. Just continue leaving them thinking (do not talk to them all the day) until it randomly picks the one that you would like to move out.

It is always alright! They are always amazed to see you afterwards however long for the very first conversation, then it is back to the way it was before you moved away.They don’t get mad or threaten to leave or anything, iirc they just mention it has been x months and that they missed seeing you around or Cheap Nook Miles Ticket anything comparable.
